Kenneth Hart

Mr. Hart holds a B.S. in Environmental Science from Davis and Elkins College and a M.A. in Public Administration from Rider Unniversity and is a Principal at the ELM Group, Inc. (ELM). He has over 39 years of experience in both the public and private sectors. He spent over 9 years with the New Jersey Department of Transportation, preparing and supervising environmental studies for various highway projects in New Jersey. At the New Jersey Department of Environmental Protection, where he worked for over 9 years, he managed the ECRA/ISRA and UST remediation programs and was the Director of the Solid and Hazardous Waste program.

Mr. Hart has been with ELM for over 20 years, and provides clients with project and program management for the investigation, remediation and redevelopment of contaminated properties of varying complexity, including landfill investigation, closure and redevelopment. He also provides services that assist clients with addressing solid waste and recycling issues including facility permitting, waste classification and reuse options for various waste materials. He also oversees the monitoring and oversight of various construction projects. A major focus of his work is cost effective options for redevelopment and proper handling of waste materials.

Mr. Hart is a Licensed Site Remediation Professional (LSRP). He is also a New Jersey-registered Legislative Agent, and provides governmental, regulatory and legislative services to clients. He was a member of the technical guidance committee working with the NJDEP and stakeholders on the preparation of the Capping Guidance Document. He has volunteered for numerous environmental committees for various NJ Associations and is Chairman of the Board of Health and a member of the Recycling/Solid Waste committee for his local municipality.
