Mark Fisher

Mr. Fisher holds a B.S. in Environmental Science from Richard Stockton State College and is a Managing Partner at The ELM Group, Inc.  He has over 30 years of experience managing and developing cost-effective solutions for complex multi-media contaminated site investigation/remediation projects involving impacted soil, ground water, subsurface  vapor, surface water and sediment.  Mr. Fisher has extensive expertise with the redevelopment of contaminated sites by utilizing integrated approaches to accomplish business-oriented objectives in a timely manner that satisfy regulatory requirements.  He also has experience in regulatory compliance/facility permitting and has provided litigation support/expert testimony on numerous matters.

Mr. Fisher is a Licensed Site Remediation Professional (LSRP), has been a member of the Board of Trustees of the New Jersey LSRP Association (LSRPA) since its inception, and is currently serving as the President of the LSRPA.  He actively participates in numerous LSRP-related regulatory and technical guidance committees, working directly with the NJDEP and other stakeholders, including the Immediate Environmental Concern and the Co-Mingled Plume Guidance Document Committees.  Mr. Fisher's regulatory experience also includes ten years as a project and program manager with the NJDEP's Site Remediation Program.
